Biography

Prof. Mbengue holds a Ph.D. in Public International Law, summa cum laude, from the University of Geneva Law School (Switzerland). His thesis was on “Anticipation in International Law: A Legal Theory on the Regulation of Environmental and Sanitary Risk”. He also holds a Master’s Degree in Public Law and an LL.M. in Economic and Business Law, both magna cum laude, from the University of Saint-Louis Law School (Senegal). Prof. Mbengue is an Associate Professor at the University of Geneva Law School, where he served as a Lecturer from September 2008 until August 2012, in conjunction with the Graduate Institute of International and Development Studies (Geneva). He currently serves as Visiting Faculty at the Gujarat National Law University (Gandhinagar, India), as well as a Professor and Expert of the United Nations Institute for Training and Research (UNITAR) and an Expert of the International Institute for Sustainable Development (IISD), involved in the latter’s government capacity-building efforts concerning investment treaties. Prof. Mbengue has been a Visiting Professor at both ISARA Lyon (France) and the Catholic University of Lille School of Law (France), a visiting Lecturer at the Université Libre de Bruxelles (Belgium), the European Inter-University Center for Human Rights and Democratisation (Venice, Italy) and the Northeastern University Law School (Boston, United States), and a Visiting Scholar at the New York University School of Law (United States). Prof. Mbengue teaches General Public International Law, International Dispute Settlement, International Environmental Law, International Investment Law, International Trade Law, Law of International Organizations, Law of International Watercourses, Law of State Responsibility, and Law of Treaties. Prof. Mbengue has served in diverse fields and in various capacities. In particular, he has acted as a Legal Advisor for the World Bank and the Senegal River Organization, as well as a Legal Expert for the Secretariat of the Nile Basin Initiative, the International Labour Organization (ILO), the Swiss Federal Office of Public Health, the World Health Organization (WHO) and Green Cross International. He is also a member of the Expert Group on the Development of Legal and Institutional Infrastructures and Cost Recovery Measures for the Sound Management of Chemicals (UNEP, Geneva). In addition to membership in several international law associations (such as the American Society of International Law (ASIL), the Society of International Economic Law (SIEL) and the African Foundation for International Law (AFIL)), Prof. Mbengue is a member of the team of Rapporteurs of the Institute of International Law (Institut de droit international). Prof. Mbengue acts as Counsel for states before the International Court of Justice (The Hague, Netherlands) and is involved in arbitration cases.
